GARDENERS will have to start paying £75 to have their brown bins collected – a service that is currently included in their council tax.

Brown bins are currently removed weekly by binmen and are used to dispose of both garden and food waste.

Starting this month, new food waste bins will be issued to each household, which will be collected weekly from October.

Meanwhile households that sign up to the new £75 charge will receive 25 collections per year using the current 240 litre brown bin, equalling £3 per collection.

The move has been branded a “stealth tax increase”.

Amy Coles took to the street to ask people how they feel about the fee.

Mary Halpin, 75, of Kingshil Drive, said: “I am very much against the idea. "Look what we pay already, we already pay a lot in council tax. When asked if she would pay the fee if it's introduced she said there is little choice for pensioners.

"What would happen if we didn't pay it? We would be stuck."

Toni Sheppard, 55, Cunningham Park, said it would be a “bad move” for Harrow.

"As a family we are very conscientious about recycling. I'm very unhappy about it, it's really discouraging for people.

"We shouldn't be discouraging people to recycle especially in Harrow where there are so many people dumping."

Former Harrow resident Dr Gihan Marasingha, 37, grew up and lived in the area for more than 20 years. He now lives in Devon but his parents still live in the family home and will be affected by the new charge.

He said: "We were actually discussing this this morning. They told me they are concerned people will start fly tipping."

"I'm bemused the charge is not included in the council tax. My parents will have to pay."

Marie Disley, 72, who lives in Rayners Lane, said: "It will force me to stop recycling. I will just put the garden waste in my black bin instead." She will not be paying the fee out of “principle”.
